To release Retainage select Settings -> Retainage Calculation from the Paymee menu. Then select the first option from the dialog:
Note this does not apply for the Canadian Template. To release Retainage ('Holdback') for the Canadian template refer to the 'RELEASED HOLDBACK' field on the summary sheet.
